North Atlantic Research Inc (CEO) Author of numerous studies on public policy issues related to trade, technology, or both. Advisor to governments and major corporations on both trade and technology policy. Senior Researcher, Economist Intelligence Unit (1999). Responsible for research and drafting EIU Report on 21st Century Telecommunications.
LocalNet LLC (CEO). Working with coalitions of neighborhood organizations to create local online capabilities to serve the interests of the nonprofit community. Freelance editor, World Bank (1989-93). Worked on numerous country studies for Latin America and Africa, as well as policy documents. Helped produce top-notch reports on time and on budget.
Economic Strategy Institute (Fellow) Focused on US-European trade including in particular a successful effort to re-center US trade policy on trans-Atlantic issues. Editor, National Academy of Science (1999 -2001). Responsible for editing transcripts of NAS meetings for development into publications.
US Congress: Office of Technology Assessment (Fellow) Part author of major report on technology policy in the US, Europe, and Asia. Senior Editor, IMF (1987-89). Responsible for IMF Board Minutes and decisions
Forums Program (moderator). Managed policy roundtables forums on behalf of OTA, and then ESI, on technology, trade, and innovation issues. Editor, U.S.Congress Office of Technology Assessment. (1989-91). Editor on several OTA reports covering technology and competitiveness.

Featured speaker at many high level seminars and conferences. 

Published a range of influential pieces over the past several years, including a prizewinning Ph.D. thesis at U.C.Berkeley, articles in Foreign Policy and the Atlantic Monthly, a well received monograph entitled Bridging the Atlantic on US-European economic relations (also presented as Congressional testimony), several Op-Eds, and the currently definitive book on transatlantic telecommunications: Bit by Bit: Towards a TransAtlantic Telecommunications Industry.  

Researched and wrote several major market research projects for major corporations, for example an analysis of the future of the textbook industry for Houghton Mifflin.

Most recently, senior researcher for an Economist Intelligence Unit study on next generation telecommunications,  and a featured speaker at the related EIU conferences. 

Published an article on urban communication networks for a World Bank Cities conference.
